The Technical Officer will coordinate technical leadership and support for the EpiC Global Health Security (GHS) activities at the provincial level in Zambezia. The role involves ensuring close collaboration with provincial authorities, coordinating implementation across technical areas (surveillance, outbreak response, IPC, health emergency management) with a strong One Health approach, and serving as the key liaison between provincial teams, subpartners, and the national EpiC team.

Funções

Technical Implementation and Coordination

  • Coordinate implementation of all EpiC GHS technical activities in Zambezia Province, ensuring timely execution according to workplans and budgets.

  • Lead interventions to support DPS/SPS staff in operationalizing surveillance integration activities, including data flow mapping, analysis of reporting gaps, and implementation of improvements.

  • Coordinate multi-sectoral One Health engagements (human, animal, and environmental health) at the provincial and district levels.

  • Facilitate establishment and functionality of provincial Technical Working Groups (TWGs) on surveillance, IPC, outbreak response, and PHEOC.

  • Support preparedness and response efforts through simulation exercises, rapid response training, and outbreak investigation support.

  • Document implementation progress, lessons learned, and challenges to inform national-level planning.

  • Maintain close communication with national EpiC GHS technical staff and HQ advisors.

Capacity Strengthening and Mentorship

  • Mentor provincial and district surveillance staff to apply practical tools for data management and outbreak reporting.

  • Help health facilities and districts identify gaps in data or surveillance systems and support local teams in developing simple improvement actions.

  • Facilitate peer learning and encourage regular feedback discussions on data and performance.

Partnership and Representation

  • Serve as the primary EpiC GHS representative in Zambezia Province, maintaining strong working relationships with DPS, SPS, local authorities, implementing partners, and community organizations.

  • Participate in and support provincial coordination platforms (Health Emergency Management Committee, Surveillance TWG, IPC Committee, and One Health taskforces).

Requisitos

1. Education and Experience

  • Academic Background:
    • Bachelor’s degree and at least 7 years of relevant experience, OR
    • Master’s degree and at least 5 years of experience in public health, data sciences, or a related field.

2. Proven Experience

  • Proven experience implementing and coordinating health programs at the provincial or district level in Mozambique.
  • Demonstrated experience engaging effectively with provincial health authorities (DPS/SPS).
  • Demonstrated experience mentoring or coaching government staff to strengthen institutional capacity.
  • Prior experience in USAID, CDC, or donor-funded health programs (preferred).

3. Applied Knowledge & Technical Skills

  • Applied Knowledge: Solid understanding of public health systems and experience implementing health security interventions.
  • Technical Skills:
    • Technical familiarity with disease surveillance and at least one of the following: outbreak response, IPC (Infection Prevention and Control), or health emergency response (preferred).
    • Proficient in organizing, analyzing, and interpreting health data using Excel and DHIS2.
    • Experience developing simple dashboards, charts, or feedback tools.
    • Demonstrated ability to coach health staff to understand and use data for decision-making.

4. Core Competencies & Language

    • Strong coordination and facilitation skills, with the ability to manage relationships across government and partners.
    • Excellent interpersonal, analytical, and problem-solving skills.
    • Able to plan, implement, and monitor activities independently.
  • Language:
    • Fluency in Portuguese (Required).
    • Proficiency in English (Preferred).

5. Travel Requirements

  • Regular in-province travel (district supervision and coordination visits).
  • Occasional travel to Maputo and other provinces (10–20%).
