Meeting Targets and Maintaining Epidemic Control (EpiC) is an FHI-360 implemented global health initiative project funded by United States Government (U.S.G) for the period of 2019–2027. The project receives Global Health Security funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with GHS priorities, National Action Plans for Health Security (NAPHS), and United States Agency for International Development goals. In Mozambique, EpiC will support the local government and relevant local stakeholders to enhance infectious disease response, surveillance, and risk communication and community engagement to respond effectively to the immediate health, safety and security needs of both countries.  We are currently seeking a qualified candidate for a Senior Monitoring and Evaluation Officer to be based in Maputo.

 

Job Summary:

The Senior M&E Officer will report to the Team lead and will be responsible for all monitoring, evaluation, and reporting activities for Epic GHS. The Senior M&E Officer will ensure that data systems effectively capture project performance indicators and will analyze and report on these indicators. They will ensure the development, oversight, and implementation of the GHS performance management plan. The M&E Senior Officer will also collaborate with the technical staff to interpret and report on project results to stakeholders at all levels of the project. The role requires collaboration with project staff and implementing partners to strengthen MEL systems and enhance the quality of services provided. In close coordination with staff at the Ministry of Health (MOH), National Directorate of Public Health (NDPH) and INS, the Senior M&E Officer will also be called upon to support team members working with surveillance data based on MOH systems.  

Funções

The candidate will provide program support to EpiC GHS project as detailed below:

  • Works closely with the team lead in the design and implementation of M&E systems and tools, synthesizing reports and analyzing data.
  • Assist the MOH/NDPH/ NIH M&E teams in leading coordination of GHS monitoring and evaluation activities, ensuring alignment with program and national MEL priorities
  • Provide guidance on M&E activities and indicators to the team
  • Conduct routine monitoring visits and data quality assessments; ensuring adherence to EpiC and DoS/FAO standards; providing technical assistance and capacity building in M&E components.
  • Prepare donor reporting deliverables and support facilitates project and ministry led data review meetings
  • Provide training and TA to field level staff on implementing the M&E plan.
  • Document lessons learned and best practices in M&E, according to donor guidelines.
  • Remain informed of current issues regarding M&E of programs in the GHS field by review of current literature and Mozambican protocols, guidelines and standards
  • Contribute to the preparation of donor reporting deliverables, including narrative reports, performance summaries, and indicator validations.
  • Represent FHI 360 in SI-related meetings at the regional level, including those led by PNLS or other institutional actors.
  • Ensure documentation of MEL activities and contribute to knowledge-sharing across partners and regional MEL teams.
  • Perform other duties as assigned.
Requisitos
  • Master’s degree or its international equivalent in public health, statistics, applied economics, epidemiology, social work, monitoring & evaluation, demography, biostatistics, analyses or other relevant disciplines preferred. Bachelor’s plus 2 years additional experience will be considered.
  • Minimum of 6 years’ relevant work experience.
  • Training or certification in M&E, data analysis, or program evaluation is an asset.
  • Demonstrated MEL experience, including experience in technical leadership and supervision of MEL teams or partner organizations.
  • Knowledge of health and development programs in Mozambique including familiarity with SISMA, DHIS2 and national protocols, guidelines and standards for GHS.
  • Previous experience working with U.S DoS/ FAO/ USAID or PEPFAR supported programs preferred.
  • Proficiency in data analysis and visualization software such as Power BI.
  • Familiarity with Open Data Kit (ODK), KoboToolbox, or DHIS2 environment.
  • Ability to facilitate performance review, data-to-action workshops, and regional learning sessions.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • Excellent report writing, analytical and communication skills, including oral presentation skills.
  • Familiarity with Mozambican public health sector
  • Cultural sensitivity for working with a diverse team
  • Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint, and well-developed computer skills.
  • Ability to interpret quantitative information and reports.
  • Fluency in Portuguese and advanced English preferred.

Travel Requirements:

  • Up to 50% domestic travel.

  • Ability to sit and stand for extended periods of time.
